1. At the beginning of this section, students need to identify their policy

1. Identify the policy authorization tool by type (legislation, executive
order, etc.) and what it is called. Also if modifying an existing law

2. Be certain that the policy authorization proposed is the proper too
and can be utilized (for example, you can’t raise taxes via an
Executive Order in the U.S.). Citations needed.
3. Describe how you propose to alter/change/repeal an existing
policy authorization tool (if needed). Example – if you want to ban
ownership of guns you need to identify and then explain how you
will modify the Second Amendment.
